One wouldn’t normally expect to get hurt reaching for a fire extinguisher or first aid kit, but that outcome is a distinct possibility here. There’s an excavation between the safety equipment and anyone needing to access it, along with some rebar and other clutter. This is definitely not the picture of safety.
